Meet the Founder

Michael S. Harris, Jr., MBA is the founder of 4G Consulting, LLC, a fractional CFO and controller practice built specifically for government contractors. A Deltek Costpoint Master-Certified accounting leader, Michael has spent his career inside DCAA-regulated, FAR Part 31 environments — owning financial reporting, technical accounting, and GL operations, and co-leading a full ERP migration to Deltek Costpoint.

Through 4G Consulting, he serves GovCons ranging from emerging 8(a) businesses to established $50M+ primes. His work centers on the disciplines that make or break a government contractor’s finances: building audit-ready compliance postures, structuring indirect rate systems that strengthen proposals, preparing incurred cost submissions, and developing the strategic finance capability clients need to grow profitably in the federal market.

Michael’s experience spans the full GovCon finance career path — he advanced from staff accountant to controller inside a DCAA-regulated contractor and continues to serve in a controller role under full federal compliance oversight. He isn’t adapting commercial finance to GovCon; he does GovCon finance every day.

He is also the author of The GovCon Advantage, a structured curriculum that takes finance professionals from bookkeeping fundamentals through CFO-level leadership in government contracting.

Michael holds an MBA in Finance & Data Analytics and a B.S. in Accounting (Cum Laude), both from the University of Baltimore, and is a Deltek Costpoint Master-Certified professional. He is based in Elkridge, Maryland.
